Chapter 5 of Italy's Constitution focuses on the way power should be distributed and divided between the central government and various local levels of administration. Current Prime Minister Matteo Renzi, the first Italian leader to have begun his career at a local level – as president of a province and then mayor of Florence – has promised to overhaul Chapter 5. The main idea is to restore control over energy and public works projects to the central state while clarifying what services local administrations can offer and finance on their own.
